Leonard Arthur Ulmer was born on 8 October 1920 at Balls Mills, Hepburn Township, Lycoming County, Pennsylvania.1,2 He was the son of Arthur Walter Ulmer and Mary Elizabeth Waltz. Leonard Arthur Ulmer married Mary A. Horn, daughter of Archie Ernest Horn and Anna Mary Harman, on 4 May at First Baptist Church, Shreveport, Caddo Parish, Louisiana, by the Reverend M. E. Dodd. Leonard Arthur Ulmer died on 14 May 1999 at University Park Nursing Home, Centre County, Pennsylvania, at age 78 years, 7 months and 6 days.1,2 He was buried on 18 May 1999 in the Twin Hills Memorial Park, located in Fairfield Township, Lycoming County, Pennsylvania.2
He was a Police Officer circa 1956. He retired in 1968 at Williamsport Police Force, Williamsport, Lycoming County, Pennsylvania.3 He became a widower at the age of 71 with the death of Mary on 20 January 1992.4 His obituary was published on 16 May 1999 in the Williamsport Sun-Gazette, printed in Williamsport, Lycoming County, Pennsylvania. His obituary stated:
Leonard A. Ulmer, 78, formerly of Boalsburg and Williamsport, died Friday, May 14, 1999, at University Park Nursing Center, State College, where he lived for one year.
His wife the former Mary A. Horn, died in 1992.
He retired from the Williamsport Police Force in 1968. He was a World War II Army Air Force veteran. Ulmer was a member of the Fraternal Order of Police Lodge 29, the Garrett Cochran American Legion Post 1, Williamsport, and the Williamsport Senior Citizens.
He was a member of Calvary Baptist Church, Williamsport, and was a former church deacon.

Surviving are five sons, Gary L. and George V., both of Williamsport; Gene A. of DuBoistown; and Galen E. and Gregory H., both of State College; a sister, Regina E. Schon of Cogan Station; and eight grandchildren.
The funeral will be at 2 p.m. Tuesday at Spitler's, 733 Broad Street, Montoursville, with the Rev. Peter C. Wilson, his pastor, officiating. Burial will be in Twin Hills Memorial Park, Muncy RR 2. Friends may call at the funeral home from 1 to 2 p.m. Tuesday.2
