Rosa Eliza Welch was born in June 1876. She was the daughter of George Lewis Welch and Caroline Donnally Kenna. Rosa Eliza Welch died on 15 December 1883 at Low Moore, Virginia, at age 7 years and 6 months. She was buried on 17 December 1883 in the Spring Hill Cemetery, located in Charleston, Kanawha County, West Virginia.
Her obituary was published on 20 December 1883 in the The Charleston Leader, printed in Charleston, Kanawha County, West Virginia. Her obituary stated:
The loved little Rosa, daughter of Mr. George Welch, aged seven years and six months, died at Low Moore, Virginia and was brought to this city on Monday for interment in Spring Hill Cemetery. Little Rosa 'passed over the river' December 15 at 11 p.m. Typhoid of the most malignant type was the cause of her death. The funeral service were held at the residence of Mrs. Richard J. Ashby at 2:30 p.m. Monday. The afflicted parents and sorrowing friends have the sympathy of our entire community.
