Elva Phipps

Elva Phipps was born on 23 July 1923 at Salyersville, Magoffin County, Kentucky. She was the daughter of Elmer Phipps and Essie Risner. Elva Phipps first married Joseph Ross, son of Daniel Boone Ross and Nancy Ellen Fannin, circa 1941. Elva Phipps married a second time, at age 48, Virgil O. Waldeck, age 60 on Monday, 17 April 1972 at Imperial, Imperial County, California. Elva Phipps died on 5 December 1979 at Springfield, Clark County, Ohio, at age 56 years, 4 months and 12 days.
